At the Ordinary Council Meeting held last week, Armidale Regional Council Administrator Dr Ian Tiley approved the establishment of a Local Representation Advisory Committee (LRAC).

LRAC is made up of eight councillors from the former Armidale Dumaresq and Guyra Shire Councils and will meet regularly with the Administrator to provide a range of advice and consultation.
It is also proposed that the LRAC will assist the Administrator to form an Independent Hearing and Advisory Panel (IHAP) which will advise on development applications and changes proposed to the local environmental plans, development control plans and other major planning decisions.
The formation of an IHAP is a critical part of the public consultation process for the Administrator.
Dr Tiley is the Chairperson of the LRAC with former Mayors Herman Beyersdorf and Hans Hietbrink as Deputy Chairs.
Former councillors Rob Richardson, Colin Gadd, Margaret O’Connor, Dot Vickery, Andrew Murat and Simon Murray make up the balance of the committee.
Also at last week’s meeting, twelve council committees were scrapped under sweeping reforms.
Under the restructure, Armidale Regional Council has dissolved 12 former committees and amalgamated four former Guyra Shire Council committees with their Armidale counterparts.
ARC Administrator Dr Ian Tiley said that with the merger of the two councils it was apans hietbrinkhpropriate the committee structure be reviewed.
The former Guyra Shire Australia Day Committee, Local Traffic Committee, Sports Council and Tourism Committee will be incorporated into the former Armidale Dumaresq Council committee structure.
Former Guyra Shire committees to be retained are the CBD Planning Committee (becomes the Guyra CBD Advisory Committee), the Showground Advisory committee and Local Area Committees (LAC) at Ben Lomond, Black Mountain, Guyra and Tingha.
The Kolora Homes Advisory Committee, Aged Care Committee and Guyra Residential Aged Care Facility Project Control Group will be combined to form the Guyra Aged Care Advisory Committee.
The former Guyra Shire Council Infrastructure Planning Committee and the Ebor LAC will be dissolved.
The final restructure that adopted by council will function until the next local government elections on September 9, 2017.
