While there are more animals than permissible, Council officers did not witness any significant concerns regarding animal health and welfare. The RSPCA are also conducting investigations and have found no breaches under the Prevention of Cruelty to Animals Act, 1979. Further information has been requested by the RSPCA to allow them to thoroughly investigate all allegations.

Apart from the number of animals on the property, the facility was generally complying with the development consent conditions.

Council, in agreement with the owner of the property, will be developing a plan to reduce the number of dogs on the property over a set period of time. Due to the number of dogs to be rehomed and that no evidence was found to suggest concern over the immediate welfare of the animals, it would not be suitable to enforce that the owner surrender the required amount immediately.

The influx of animals requiring rehoming could potentially result in some of the animals not finding new homes and being euthanised. As such the owner will be required to undertake gradual rehoming of these animals with the assistance of Council.
